Select committee reports back on resource management reform Bills

Parliament’s Environment Committee has delivered its reports on the Planning Bill and Natural Environment Bill, concluding the select committee stage for the two Bills.

The Government introduced the Bills in December 2025 to replace the Resource Management Act 1991. They were referred to the Environment Committee, which invited public submissions on the Bills. 

The committee has: 

  • recommended, by majority, that the House pass the Bills 
  • proposed amendments intended to improve the quality of the Bills 
  • published on its website redrafted versions of each Bill, a joint commentary explaining the rationale for the proposed changes, and copies of the advice it received 
  • noted that the Bills still require final proof-reading checks before amended versions are published on the New Zealand Legislation website. 

The Bills now await their second reading in Parliament.
